Abstract Beijing is one of the few capital cities with geothermal. There are totally 10 geothermal fields with an area of more than 2000 km2, including the famous Urban Geothermal Field and Xiaotangshan Geothermal Field. The temperature of the geothermal water is mostly 45-65?, and the highest is 88?. There have been more than 200 geothermal wells, mostly 1000-3000m deep, drilled in the city. In 2001, the production of geothermal water is about 10 million m3/a, used for bathing, space heating, green house, fish farming, swimming pool and health spa. Large scaled geothermal development started in early 1970's, although the use of water from hot springs has had a few hundred year's historical records.

The administration to geothermal resources in the City of Beijing started in 1985. Before 1983, there were not any governmental policies or regulations that were related to geothermal in Beijing, and the development of geothermal was in an arbitrary manor. In 1984, a geothermal division was set up for the overall management of the geothermal resources in the City of Beijing, and related regulations were stipulated and put into force. From that time on, to control the increasing amount of geothermal production that has caused remarkable lowering of the geothermal pressure in the reservoirs, annual geothermal water quota, or the upper limit of geothermal water use, was planned for each owner of geothermal well, and cascaded use of geothermal was encouraged. These actions were really fruitful that the geothermal production was properly controlled and the amount was never more than that in 1985 after then. In the period of 1991-1998, the concentration of geothermal management in Beijing was paid on the improvement of geothermal utilization and related technique, and the use for health spa, recreation and tourism has become a new feature. Since the biding for the 2008 Olympic Games in 1998, the role of green energy of geothermal was ever more stressed, and the use for space heating was promoted by the government and reinjection was encouraged, so as to contribute to the curing of the air pollution in the city.

Recently, some important work has been done in term of the sustainable use of geothermal resources in the City of Beijing, including: the set-up of the utilization and development Plan of geothermal resources in 2001-2010 in the City of Beijing; the enforcement of a more strict examination and approval procedure for geothermal projects; the reform of the of geothermal resources charge; the assessment of geothermal resources and the improvement of the monitoring of geothermal fields; Promotion of cascaded use of geothermal; the construction of demonstration projects for space heating using geothermal; The promotion of both domestic and international exchange related to geothermal development and utilization.

Concentrations should be paid on a few important aspects related to geothermal management in the near future, including: the put-forward of a new policy for the promotion of rational use of geothermal (such as the construction of scaled space heating system, projects that are helpful to the curing of air pollution and geothermal reinjection); the promotion of new technique of geothermal development and protection, the enhancement of the role of supervision of the government to geothermal development; the study of a new pricing system that is more proper for the sustainable use of geothermal resources; the promotion of international exchange; the support to the important projects such as the geothermal use for the Olympic Park.
