| Abstract | This paper describes the process whereby PNOC-EDC, as resource developer and host utility, established a number of Build, Operate, Transfer (BOT) contracts for the power plants involved in the Leyte Geothermal Power Project. It the project itself and describes some of the issues involved in selecting the strategy for establishing the contracts The bidding, evaluation and award processes are outlined and a number of lessons are drawn from the experience gained, these lessons being of significance both hosts and prospective private sector developers. It concludes that the establishment of the contracts has been well executed and emphasises that maintaining a very short timetable for bidding is a definite advantage. |
