Abstract A multicriteria framework is presented to prioritize shallow low-enthalpy geothermal potential in Costa Rica, integrating expert knowledge with formal weighting. In the first Delphi round (n = 29), variables were selected and grouped into four categories: thermal properties (43.5 %), hydrogeology/geochemistry (39.3 %), geology (12.6 %), and geophysics (4.6 %). Weightings were obtained using the Analytic Hierarchy Process (AHP) (CR = 0.030; λ_max = 4.081) and distributed within categories using the Rank-Order Centroid (ROC) method, generating global priorities. The results confirm the dominant role of the heat–water interaction, with the highest weights assigned to fluid temperature, thermal manifestations/anomalies, and resistivity, while flow rate and recharge provide hydrological support. The separation between physical potential and feasibility (environmental and land-use restrictions) ensures transparency and reproducibility. The framework allows for local renormalization in the pr
