Abstract The need to Increase the share of renewable energy and reduce GHG emission, along with raising environmental consciousness to protect the environment from polluting and unsustainable practices such as using fossil fuel Resources, will have a positive impact on developing geothermal heat pump for heating and cooling in Iran. Although the Price of energy is low in Iran, There are many capacities to use geothermal energy in this country to reduce environmental pollution and Increase the efficiency of HVAC systems such as heating and cooling mashies. In some areas, which are generally mountainous villages, the gas network has not been built and people in these areas are experiencing difficulties in providing heating to their buildings and also in tropical regions, in the months of the year, the amount of power consumed is so high that the Ministry of Energy does not have the power to supply electricity to cooling systems that are generally low in efficiency. In this paper, we will try to develop supportive strategies and laws for purchasing power reduction for private sector investment with the aim of developing a geothermal heat pump.
