Geothermal heating is beneficial to the development of green and low carbon resources, and can reduce the occurrence of air pollution and haze effectively. However, the winter heating in North China belongs to "livelihood project", the requirements of safety and stability for the project are extremely strict. If we cannot achieve “efficient”、 “green” and “large-scale”geothermal resource development, it may result in severe environmental disaster or serious social problems. Geothermal water efflux may cause large-scale environmental pollution projects. If the geothermal heating project cannot be operated safely and stably, it may disturb people's lives beyond our imagination. In the area with abundant geothermal resource, the local government cooperate with the responsible enterprise, and carry out geothermal project under construction and operation mode of PPP, i.e. planning, developing and operating together. Thus the project will benefit the country and people by forming a win-win-win situation. Sinopec launched large-scale geothermal heating projects in many provinces and cities in China, and geothermal industry as their main industry direction to speed up development. This paper select some typical project representative to analyze its construction and operation status, summarize its success and failure, gain and loss. The projects introduced are from Xianyang of Shaanxi Province, Lindian County of Heilongjiang Province, Shanghe County and Laoling County of Shandong province. Based on the above projects, the PPP mode operation mode of geothermal project is discussed. It is expected to provide reference for decision-making and operation of related projects in the future. |
