Abstract Regulations of the Minister of Energy and Mineral Resources (ESDM) No.2/2010 mentioned power plant to be developed until 2014 of a total capacity of 10,153 MW, geothermal used by 39 percent of primary energy composition in plant projects 10,000 MW phase II. However, the realization of most of the geothermal power plant project does not go as planned. Problems often arise in the development of geothermal one who has not reached the price of economic value. The solution is to setting the Feed-in-Tariff (FIT) region. By doing modeling bottom-up planning, the results of the analysis of reasonable and allocable costs could increase electricity rates based on economic principles to develop investment in the electricity sector in the region (decentralization).
