Abstract Geothermal resource management is driven by external and internal forces. Wider and more general issues not related a specific project constitute external forces; project-related issues can be seen as internal These forces are linked and coupled. The analogy of 'forces' and forces allows an overview of complex interactions. Real scenariosof geothermalresourcemanagement can be understood withreferencetoan idealized scenario for which balance and control of all external forces is assumed,and which also separatesprivate and government spheresof interest. Management of New Zealand geothermal resources between 1955 and 1985 was distorted, since some external had no controllingand balancing effects; all management within the government of Changes introduced by the New Zealand Government since 1985 have, in part, restored the balance between private and government fields of interest. However, the 1991 Resource Management Bill will cause a new distortion in the governmentsphere as it leads to an imbalance in the external force of non-technological issues caused by the introduction of severalnew 'value' issues.
