| Abstract | The Resource Management Act 1991 repealed virtually all of the Geothermal Energy Act 1953 and the whole of the Water and Soil Conservation Act 1967. The 1991 Act has led to some changes to the legal framework governing geothermal resources. In this paper we will describe these changes and will attempt to assess their significance, beginning with a brief description of the salient features of the former legal regime. Th e Resource Management Act is complex a n d poses many problems of interpretation. In a short paper of this kind i t is not possible to do very much more than highlight some of the main difficulties. |
