| Abstract | This paper summarizes technical, institutional and economic challenges associated with electrical transmission access in the Western United States. Overviews are presented of some technical and economic issues related to transmission access with the conclusion that institutional barriers represent a significant challenge when siting new transmission systems and gaining access to end users. |
