Section 115 of Public Law 99-591 requires protection of significant thermal features within several units of the National Park System from geothermal development. A complex leasing procedure now exist, requiring significant coordination between the BLM, NPS, USGS, and FS. These agencies must concur on establishing evidence for geologic/hydrologic connections between the geothermal resource and the feature, the extent of effects on the feature, follow up activities to protect the feature, and on preparation of environmental documents. A decision to list Crater Lake National park was deferred pending completion of studies into a possible thermal feature. In the interim the BLM and NPS have established a local working agreement. |
