Abstract Geothermal power plants have changed considerably since the early days of the Geysers. The majority of these changes have occurred since 1980. Several factors contributed to these changes, but one stands out: the Public Utility Regulatory Policies Act (PURPA) of 1978. This paper analyzed PURPA's effects on geothermal power plant design, development and operation. Several recently completed plants are examined to illustrate the author's conclusions.
