Abstract The development of renewable energy projects appears to be proceeding at a painfully slow pace. One of the reasons for this is the inability of state and local governments to fund preliminary investigations into the technical and economic feasibility of these projects. Within most state and local governments there are staff who can provide preliminary cost estimates for such proposed systems. Many of these potential users currently own microcomputers which could perform economic life cycle cost analysis for renewable energy projects at minimal cost, but software has not been available which would allow such analysis within their facilities. This paper addresses recently developed software designed to fill this need.
