Abstract Permitting geothermal project in Imperial County is unique. Imperial County has been delegated as lead agency for exploratory and production projects that do not exceed the 49 MW size. The lead agency for larger project is the California Energy Commission. This paper presents the permitting aspects and sensitive issues associated with geothermal project in Imperial Valley. All discussion relate to permits for project located on private lands. Developments on state lands would be similar but involve several more regulatory agencies. Development on federal land would be only generally similar. The "Geothermal Steam Act of 1970" has preempted local governments in permitting geothermal project on federal lands.
