Abstract The Geysers-Calistoga Known Geothermal Resource Area has a potential for geothermal power generation many times the current 663 Mw on in; however, institutional and environmental issues may be the determining factors in the ultimate capacity of the region. GRIPS, a Joint Powers Agency encompassing the four counties which make up the KGRA, was formed to organize the existing environmental database, and try to alleviate the gaps so identified. GRIPS is not another layer of government it is a voluntary association of Lake, Mendocino, Napa and Sonoma counties coming together to address common needs and interests. GRIPS provides a model of the type of cooperative organization which is needed to adequately deal with local requirements for information and data for large energy development projects which have a localized impact but do not necessarily benefit the local community.
