Abstract Geothermal energy, particularly for heat production, plays a central role in achieving France's climate and energy goals, especially for thermal uses, which account for nearly half of the country’s total energy consumption. The importance of geothermal energy in the French energy mix has been confirmed by a unpublished government's Action plan, officially launched at the end of 2023 by Ms Agnès Panier-Runacher Minister of Energy and Ecological Transition. The follow up of its implementation has been assigned to ADEME, the French Ecological Transition Agency. Based on this geothermal road map, French energy policies, notably through the PPE and the National Low-Carbon Strategy have acknowledged the importance of geothermal energy in decarbonizing buildings, supplying district heating networks, meeting industrial heat demands. The structuration of French energy sector is also materialized through other public mechanisms:
-a geothermal risk insurance fund that should be extended to Overseas departments to enable the realization of drilling exploration campaigns;
-investment subsidies through the ADEME Heat Fund;
-feed-in tariffs in the Overseas Regions for the production of geothermal power.
But despite this very structured ecosystem, the market shares of geothermal energy in France is still not living up to its potential. This is why, this paper based on an update of the national Action plan for geothermal energy three years after its launch will also provide an analyze on how to continue improving synergies between public and private sectors and identify key drivers to make geothermal projects attractive to both local authorities and private actors.
