| Abstract | The Alberta geothermal regulatory framework has undergone significant advancements well positioning Alberta for sustainable energy development. This presentation at the World Geothermal Congress 2026 will explore the comprehensive regulatory landscape that supports geothermal energy development in Alberta. A key focus will be the expansion of the Alberta Energy Regulator’s (AER) mandate to include geothermal resources, reflecting the commitment to diversify its energy portfolio and support emerging resource development. Geothermal energy offers a reliable and renewable energy source with minimal environmental impact. Supported by public geoscience and regulatory development, the regulatory system assists stakeholders in making informed decisions about geothermal energy projects. The regulatory framework is anchored by the Geothermal Resource Development Act¸ which establishes the legal foundation for geothermal development in Alberta. The Geothermal Resource Development Rules establish necessary license conditions and prohibitions, while Directive 089 outlines requirements for the lifecycle of geothermal projects. The AER also provides best practices for planning, design, operation, and closure of geothermal heat distribution pipelines. Procedures for accepting geothermal well licence applications and managing liability are also established. There are many similarities to oil and gas development; therefore, the geothermal regulatory framework leverages much of Alberta’s best-in-class regulations. However, there are several differences and nuances that will be covered around surface rights, risk evaluations, and the application of geothermal subsurface rights. This presentation will highlight how these regulatory components collectively foster a robust and sustainable geothermal energy sector in Alberta, paving the way for future innovations and development in the field. |
